
Overview
The GO Expansion Program is a revolutionary undertaking that will enhance the Greater Toronto Hamilton Area's (GTHA) GO commuter rail network. The $60+ billion, 10-year program, led by Metrolinx, is Canada's most extensive infrastructure program. Metrolinx will transform the GO Transit rail network into a system that will deliver more trips, connections and two-way, all-day service every 15 minutes over core segments of the rail network.
The GO rail network consists of eight radial feeder corridors: Barrie, Kitchener, Lakeshore East, Lakeshore West, Milton, Stouffville, Richmond Hill and Union Station Rail Corridor that converge into a system hub in downtown Toronto. Upon its completion, the program will provide increased connections between communities and further support the sustainability of the GTHA, one of the fastest-growing areas in North America in terms of population and economic growth.
The program will be executed through three distinct packages – Early and Complementary Works, On-Corridor and Integration Capital Delivery, which utilize both traditional (DB/DBB) and alternative delivery models (P3, Alliance and Progressive DBOM). The program encompasses a wide range of rail infrastructure upgrades, including:
- Over 200 km (124 mi) of new and expanded track
- Fifteen (15) new stations with 42 station upgrades and improved accessibility
- Electrification of over 680 km (422 mi) of the rail network, new locomotives and train control systems
- Bridge expansions and infrastructure upgrades spanning 400 km (248 mi) of the region
Comtech has been involved in the Go Expansion Program since 2015, serving as a Program Management Consulting team member for Metrolinx's Capital Projects Group and, most recently, as the JV member of the MCS partnership providing Delivery Partner services. Working closely with Metrolinx, Comtech established a strong program management system and key performance indicators to ensure the program's success. Comtech continues to provide consulting and delivery services for program management, strategic advisory, digital transformation and program controls, as well as assessments of program management, health and safety, environmental measures and commercial services to minimize commercial risk during procurement and construction.
