Jason is a Professional Engineer with over 25 years of demonstrated experience in integrated project delivery, executive leadership, and business planning and development. Under his governance, Comtech continues to grow as the preeminent provider of program management and advisory services in North America.

Des Bell

CHIEF EXECUTIVE OFFICER

Des Bell is a seasoned industry leader who provides executive oversight to the business. He has a record of driving growth, efficiency and financial excellence in operationally intensive businesses, spanning from public utilities to privately held professional engineering firms. Through his tenure in the industry, he has fostered and led significant enterprise transformations and managed major programs and enterprise risk. Notable accomplishments include leading the development of an electric utility national transportation electrification strategy with the White House and other federal agencies and spearheading one of the largest environmental remediation efforts in the United States.

SENIOR ADVISOR

Hugo Blasutta provides counsel to the Executive Leadership Team. With 45 years of experience in the Canadian and international consulting services industry, Hugo has a comprehensive background in strategic planning, corporate development, business development, risk management, corporate compliance and operational management. Formerly serving as the President and CEO of Comtech Group, he brings a wealth of leadership experience. Hugo holds the Institute of Corporate Directors' ICD.D designation and is a licensed Professional Engineer in Ontario.

He has over 20 years of experience as a finance executive and business partner across several industry sectors. A Chartered Professional Accountant, Jason excels at leading transformational change and collaboration, enabling organizational efficiencies and optimized performance. He is currently leading Comtech’s Transportation and Infrastructure Business Line.

Chris Swail leads our Buildings and Facilities Business Line working with public and private sector clients throughout Canada and the United States on project development and delivery, including public-private partnership (P3). Based in Ottawa, Chris has more than 20 years of experience leading teams to develop, integrate and achieve program and project delivery success. He also leads Comtech's growth in Ottawa and Eastern Canada.

She holds a Masters of Business Administration from Schulich School of Business.

VICE PRESIDENT, TRANSIT

Silvano Florindi is responsible for Comtech’s transit advisory and project management business, supporting Comtech’s clients on some of the most complex transit projects in North America. Silvano has more than 30 years of experience delivering transit projects through all lifecycle phases, including early planning stages, design, environmental assessment, procurement, construction, commissioning, and final acceptance and handover to clients. Silvano is a Professional Engineer and a member of the Canadian Society for Civil Engineering.

With over 25 years of experience, Houtan is a certified Project Management, Risk Management and Agile Professional, with a deep expertise in program and project management, project controls and business information system implementation.

Charles Wheeler

SENIOR ADVISOR, TRANSPORTATION AND INFRASTRUCTURE

Charles Wheeler has 38 years of experience managing large, complex, urban transit infrastructure and rapid transit projects. His portfolio of work includes TTC’s Transit City Light Rail Program, the Spadina Subway Extension, Scarborough Subway Extension (SSE), and Yonge North Subway Extension (YNSE); as well as York Region vivaNext BRT and the City of Ottawa Light Rail Transit (OLRT) Programs. As a Senior Advisor to Comtech, Charles provides technical expertise and thought leadership to clients, staff and industry peers.
