  • Senior Contract Administrator

    Responsibilities:

    • Interpreting contracts and ensuring compliance with contract terms and the requirements of the scope of work
    • Participate in design review meetings, ensuring scope of work is managed accordingly and project milestones are achieved based on the terms of the contracts
    • Evaluating/negotiating commercial aspects of Work Plan submissions; processing Work Plan Releases
    • Administering payment process including negotiating contact price breakdowns, progress payments, preparing/processing Certificates of Payment and assessing back charges
    • Assessing the validity of proposed changes/amendments/claims
    • Processing Requests for Quotes, Contract Amendments/Changes and Change Directives
    • Evaluating and preparing analysis of contractor's submissions for changes and claims
    • Analyzing rationale for contract changes/claims and implementing claims avoidance and mitigation practices/strategies
    • Negotiating or chairing negotiations to establish acceptable settlement of price and terms for changes and claims with contractors as well as coordinating support from other departments
    • Attending progress and engineering review meetings as required
    • Preparing and issuing letters and memoranda regarding commercial/contractual matters
    • Providing weekly written reports to senior management on difficult or problematic contracts
    • Processing documentation for contract close out
    • Preparing reports on contractor's performance and maintaining contract files
    • Preparing an analysis as to the nature and value of contract amendments/changes at the completion of each contract

    Qualifications Required:

    • Relevant educational degree or suitable post secondary education, preferably in law, business administration, engineering or equivalent experience in related field
    • Minimum 10 years of related Contract Administration experience; experience working on large multi-billion-dollar construction projects is preferred
    • Experience in the procurement of complex technical requirements including engineering/architectural design contracts and requests for proposals
    • Required to be able to read and comprehend technical specifications and drawings considered a strong asset
    • Requires strong communications skills

  • Alternative Financing and Procurement (AFP) Advisor

    Responsibilities:

    • Under the AFP procurement process, lead the development of the Project Agreement (PA) and coordination of the Technical Schedules to the PA
    • Coordinate efforts of the project management team and technical staff with regard to:
    • Development of Project Specific Output Specifications (PSOS)
    • Development of Reference Concept and Data Room
    • Development of RFQ and RFP documents

    Qualifications Required:

    • Must have experience working on multi-disciplinary teams, responsible for the design of underground transit infrastructure
    • Must possess significant technical knowledge of underground transit infrastructure design
    • Must have a background in the development of contracts for projects implemented via design-build-finance models
    • Experience in contract administration and claims management and must have advanced conflict and issues resolution skills
    • Preferred P.Eng. or other relevant designation
    • Experience in both Owner and Contractor role is considered an asset

    • Conduct business analysis in order to assess the user / client’s requirements
    • Act as a SME to all Users utilizing the selected PMIS tools, leveraged for tracking project Cost, Schedule, Contracts and Risk
    • Document the business requirements in a way that technology / solutions can be determined

  • Senior Planner/Scheduler

    The Senior Project Planner/Scheduler is responsible for the coordination, preparation and maintenance of Master Project Schedules and monitoring the progress of works of various project contractors in accordance with the program guidelines. These duties will be performed in close conjunction internally with the Project Manager, Project Engineers, Engineering staff and other Project Control team members and externally with the Contractors’ project control staff.

    Responsibilities:

    • Participates in development of project Work Breakdown Structure (WBS)
    • Prepares master project schedule by defining activities, dependencies and interfaces with support from Project Management Team and various engineering team leaders
    • Interacts with the Contractors’ personnel to review and analyze contract schedules
    • Performs schedule/cost analysis, highlights critical paths/risk areas, assesses cost performance during progress updates and communicates issues to the Project Management in order to minimize schedule impacts
    • Updates project schedules with input from teams, consultants and contractors
    • Reviews scope changes and claims for schedule and cost impact and provide feedback to financial and contract management staff
    • Assists in budgeting process by assigning budgets and costs to tasks and develops cash flows utilizing budget and schedule data
    • Prepares schedule reports, graphs and cost/schedule performance reports for project review meetings
    • Develops processes to monitor, expedite and assess contractors’ progress and various project deliverables
    • Prepares project schedule and progress narrative reports as requested by the Project Manager, complete with required metrics utilizing Primavera P6

    Qualifications Required:

    • University graduate plus a minimum of 15 years of experience in a similar capacity
    • Must have good understanding of multi-discipline engineering and construction projects
    • Must have solid understanding of core project control concepts (WBS, CPM based scheduling, Earned Value Progress Measurement), PMBOK/PMI principles
    • Working knowledge of MS Office applications and Primavera
    • Must be well organized and possess good written and verbal communication and presentation skills
    • Must possess the analytical skills to foresee potential problems and avoid them by preplanning

    • Lead the development of key project deliverables and artifacts such as business requirements, functional design documents, fit/gap analyses, proposed data models, and report mockups
    • Develop OBIEE Analysis based reports and dashboards for central and distributed users
    • Collaborate with the data architecture and technical development team to ensure the creation of an efficient technical solution that meets all functional business needs
    • Identify risks to scope, schedule or budget as they arise; work to mitigate risks
    • Support training and communication efforts associated with the rollout of this technology across the campus

    Qualifications Required:

    • Bachelor of Industrial Engineering with experience working within an IT environment is preferred
    • 2-5 of years of experience working within a project management environment
    • Experience working with tools / systems including Oracle BI, Microsoft BI and MS Excel is required
    • Knowledge of SQL and working with relational databases
    • Expertise in database problem diagnostics and resolution

    • Determines suitable control systems and processes for the effective monitoring and reporting on budgets, costs, schedules, funding, and performance and progress

    • Ensures the development of suitable program budgets, cost worksheets, work breakdown structures, financial records and reports, schedules, contract change documents, payments, preparation of RFP and contract documents, and risk assessment and value analyses for the project from inception to completion through all phases

    • PMP certification is an asset
    • Management of capital works projects or program of capital works in excess of $100M
    • Management of project teams and professionals as well as multiple, concurrent projects
    • Management of scope, budget, schedule and risk, including contract administration, claim and quality compliance
    • Providing stakeholder coordination and management
    • Developing, drafting and enforcing business processes and procedures, organizational structure and governance practices
    • Experience with BRT, subways, stations, vertical transportation, trackway
    • Oversight and coordination of consultants, procurement, design, construction and commissioning
    • Management within an integrated client and consultant team organization
    • Experience with various delivery methods including but not limited to (DBB/DB) and P3 and/or Alternative Financing and Procurement (AFP) methods
