Procurement / Contract Management

  • Specifier/Specification Writer

    Responsibilities:

    • Prepare accurate, technically/commercially complete specifications for construction contracts issued by the Engineering & Construction department
    • Write, edit and coordinate technical specifications sections to precisely reflect project requirements
    • Examine specifications against contract drawings to avoid discrepancies, redundancies, errors and omissions
    • Interface with Project Management and Designers in the preparation of contracts and ensure all written documentation is accurately incorporated into the contract documents
    • Ensure specifications are accurate, complete, satisfy the project requirements and conform to the company’s regulatory requirements
    • Conduct final reviews of the technical content of the specifications before tendering to ensure there are no gaps, overlaps or inconsistencies between technical sections
    • Prepare time sensitive contract addendums to revise contract documents during the tender process, and interpreting specifications requirements for materials and procurement
    • Ensure up-to date and appropriate master specification sections are issued by Document Control to consultants at the preliminary stages of preparing contract documents
    • Monitor and review the contract specifications at established milestones for completeness, technical accuracy and adherence to the policies relating to safety, quality assurance, environmental compliance, training and commissioning
    • Research new materials and construction techniques through reading journals and liaising with user groups across the organization to incorporate their technical requirements into the master specifications; keep up-to-date on regulatory standards (i.e. CSA, CGSB, ULC, ASTM), industry standards (i.e. CRCA, CPCA, SSPCI) codes (i.e. National and Ontario Building Codes), regulations (i.e. federal and provincial environmental regulations, occupational health and safety regulations) and construction law

    Qualifications Required:

    • Bachelor Degree or College Diploma in a related field
    • Must possess approximately 5 years or more experience in a similar capacity
    • Experience preparing, reviewing and revising contract documents within a construction / engineering environment
    • Effective communication skills (both written and spoken)

    Responsibilities:

  • Deputy Director Project Controls (12 month contract)

    • Excellent verbal and written skills are essential to interface with peers, management, vendors and contractors
    • Knowledge of estimating techniques, project planning and scheduling techniques, engineering and construction processes
    • Knowledge and proficiency in Microsoft Project, MS Excel, MS Word processing, and PowerPoint also required
    • Must have technical knowledge of construction cost estimating and management. This will include experience in the review of design documents, constructability, building components, labor rate analysis and material unit pricing
    • Must have strong analytical skills for cost estimate analysis, bid evaluation, change order analysis, value analysis, and benchmarking project costs
    • Must have an understanding of all types of estimating from conceptual through definitive construction estimates

    Responsibilities:

    • Prepare order of magnitude, conceptual, feasibility, pre-design, budget, value engineering, control, definitive and final engineers estimate plus estimates for major change orders and claims
    • Classify quantity surveys from construction drawings and specifications
    • Analyze and reporting cost breakdowns and price schedules submitted by consultants/contractors

    Qualifications Required:

    • Must have a Bachelor Degree in Engineering, or related field
    • Minimum 15 or more years of experience in complex civil construction estimating
    • Certified Construction Estimator (CEC) or possess a similar designation
    • Eight (8) or more years of transit related experience
    • Estimating experience of capital works projects more than $500M
    • Preparation of order-or-magnitude, feasibility, pre-design, budget, value engineering, control, definitive and major change or estimate
    • Preparation of basis of estimate documentation for inclusion into reports
    • Analysis of cost breakdowns and price schedules submitted by contractors and transit agency partners
    • Skills in the application of practices and procedures involved in the estimating process and in the preparation of estimates for all trades and disciplines on complex construction projects
    • Must have hands-on experience in the estimating support function for the preparation of all ranges of estimates, from feasibility study to definitive
    • Overseeing overall schedule and production of cost estimate
    • Knowledge of city infrastructure costs
    • Professional designations such as PQS, CEC, and Gold Seal considered an asset
    • Previous exposure to estimating software is preferred (such as Timberline, Hard Dollar)

    Responsibilities:

    • Reporting to the Manager of Project Controls, the Cost Controller is responsible for overall project cost administration, analysis and control for construction projects
    • Focus on the budgetary control system for projects, through the preparation of numerous cost reports, monitoring and commitment to budget and forecast
    • Initialize budgetary control system and documentation for projects
    • Prepare forecasts, cost trend reports and monitor cost and commitment to budget and forecast

    • Determine the selection of work procedures and make recommendations for improvements

    • Work within Project Controls and with the project teams to identify and develop revised/additional cost reporting as required
    • Assist with developing and maintaining asset registries
    • Perform project cost audits as needed

    Qualifications Required:

    • Degree or Diploma in a related field (for example: Business Administration, Finance, Accounting, or Engineering)
    • 5+ years of professional experience in cost analysis/control for construction projects
    • Experience working on large, multi-year, complex construction projects with internal and external stakeholders
    • Manage, control and monitor numerous concurrent scope, budget, and schedule issues
    • Knowledge of project cost control principles, methods and practices including financial systems, database design concepts, spreadsheet development, cost analysis methods and best practices

    Responsibilities:

    • Lead the development and maintenance of baseline schedules

    Qualifications Required:

    • Degree or diploma in a related field
    • A minimum of 5 years of experience in a similar capacity on large scale construction projects. Nuclear experience is considered a strong asset Working knowledge of MS Office applications and Primavera P6 and other related PMIS (Program Management Information Systems)
    • Must have a good understanding of multi-discipline engineering and construction projects

    • Responsible for the supporting the implementation, integration, and administration of the Program Management Information Systems (PMIS) within a complex large capital project environment

  • Business Applications Analyst

    Responsibilities:

    • Conduct business analysis in order to assess the user / client’s requirements
    • Act as a SME to all Users utilizing the selected PMIS tools, leveraged for tracking project Cost, Schedule, Contracts and Risk
    • Document the business requirements in a way that technology / solutions can be determined
    • Lead and conduct business analysis at varying levels of detail, appropriate to the project and phases of the project
    • Development and roll out of training programs including the creation of all training manuals and other associated documentation including Standard Operating Procedures
    • Monitor project progress, resolve problems and report regularly to management
    • Define business processes and related system scope and requirements
    • Document functional and non-functional requirements
    • Support the team with the maintenance of robust processes and procedures to allow for efficient work flow compliance with systems and standards
    • Ensure the accuracy of program data which is incorporated into project reports
    • Perform product testing to ensure product quality is maintained
    • Contribute to the implementation of new products and communicate effectively between internal and external stakeholders to ensure product satisfaction is maintained
    • Assist in identifying functional or operational gaps in the self-service products through competitive analysis, monitoring industry trends and prioritizing customer’s requests

    Qualifications Required:

    • Must have experience as a subject matter expert (Administrator) in a minimum of one of the following systems: Primavera P6, EcoSys, Oracle Contract Manager or Primavera Unifier
    • Minimum 5 years’ experience in project controls / business analysis / project coordinator function with experience working within / supporting Engineering and Construction Projects
    • Bachelor Degree in Information Technology, Engineering, or related technical field
    • Strong organizational, interpersonal, written and oral communication skills
    • Excellent analytical, problem-solving and decision-making skills
    • Team player with a track record for meeting deadlines

  • Oracle Reporting Specialist / Architect

    Responsibilities:

    • Supporting the creation and maintenance of program reports utilizing tools such as Oracle BI and Excel
    • Produce quality dashboards and reports from Oracle BI Publisher
    • Providing ongoing report management support for contract management, change management, cost control, scheduling and contract progress payments
    • Supporting the team with the maintenance of robust processes and procedures to allow for efficient work flow compliance with systems and standards
    • Ensure the accuracy of program data which is incorporated into project reports
    • Actively participates in clearly-defined assignments and projects as needed by management
    • Manage own time with regular supervision and escalates non-standard issues
    • Data integrity across Data Presentation layer.

    • Data consumption strategies are aligned with short, medium & long term business initiatives.
    • Representation of BI report group
    • Lead the development of the BI report group that advance the Project Controls reporting to a world-class integrated reporting platform.
    • Provide complex analysis and recommendations regarding data management and the design of dashboard and reports; develop interactive queries and dashboards for central and distributed users. Facilitate and document design decisions as well as data and reporting standards, and providing business analysis supporting effective and efficient roll-out of each BI report group.
    • Provide guidance and facilitation in support of our reporting solution re-architecture and transition to a common Oracle Business Intelligence (OBI) platform.
    • Facilitate working sessions with central and distributed end users and management to identify and document current reporting systems, base/user populations, and current and planned initiatives impacting reporting.
    • Coordinate with the reporting team and our business owners, lead the project controls data stewardship efforts and develop the metadata supporting the project controls reporting systems.

    • Provide analysis and recommendations regarding data management and the design of dashboard and reports.
    • Lead the development of key project deliverables and artifacts such as business requirements, functional design documents, fit/gap analyses, proposed data models, and report mockups.
    • Develop OBIEE Analysis based reports and dashboards for central and distributed users.
    • Collaborate with the data architecture and technical development team to ensure the creation of an efficient technical solution that meets all functional business needs.
    • Identify risks to scope, schedule or budget as they arise; work to mitigate risks.
    • Support training and communication efforts associated with the rollout of this technology across the campus.

    Qualifications Required:

    • Bachelor of Industrial Engineering with experience working within an IT environment is preferred
    • 2-5 of years of experience working within a project management environment
    • Experience working with tools / systems including Oracle BI, Microsoft BI and MS Excel is required
    • Knowledge of SQL and working with relational databases
    • Expertise in database problem diagnostics and resolution
    • Excellent interpersonal and communication skills
    • Exceptional project management experience, including the ability to manage multiple concurrent projects to completion and ensure high quality deliverables
    • Demonstrated experience with Business Intelligence tools and financial systems implementation projects, including agile development, use cases, and usability testing
    • Proven experience in delivering reporting solutions that meet the needs of diverse sets of stakeholders
    • Proven experience in facilitating large and diverse groups
    • Strong analytical capabilities, strategic thinking skills, and problem-solving abilities
    • Excellent oral and written communication skills
    • Extensive background in effective information delivery design and report development
    • Strong SQL, data analysis, and visualization skills
    • Extensive Oracle Business Intelligence Analysis report development experience preferred
    • Expertise in MS Excel and extensive use of its advanced analytical capabilities
    • Experience with Oracle Financials required
    • Background in dimensional data modeling preferred
    • Programming or scripting experience preferred
    • Delivering business intelligence solutions
    • OLTP and OLAP database models
    • Managing complex projects
    • Experience building technology stacks
    • Working within an application development environment
