  • Senior Contract Administrator / Quantity Surveyor

    Responsibilities:

    • Participate in or chair project kick off meetings and prepare minutes as required
    • Prepare list of submittals/deliverables that contractors are to provide during the contract; coordinate receipt of contract submittals
    • Interpret contracts and ensure compliance with contract terms and the requirements of the scope of the work
    • Evaluate/negotiate commercial aspects of work plan submissions; process work plan releases
    • Review quantities, pricing and change orders; prepare estimates by performing quantity take-offs to determine the validity of quantities, pricing and changes submitted by contractors
    • Administer the payment process including negotiating contact price breakdowns, progress payments, offsite inventory payments, preparing/processing Certificates of Payment and assessing back charges and liquidated damages
    • Negotiate final settlement of quantities for unit price contracts
    • Process release of holdback payments; prepare annual accruals; prepare estimates for proposed changes/amendments/claims
    • Process Requests for Quotes, Contract Amendments/Changes and Change Directives
    • Evaluate and prepare analysis of contractor's submissions for changes and claims
    • Analyze rationale for contract changes/claims and implement claims avoidance and mitigation practices/strategies
    • Negotiate or chair negotiations to establish acceptable settlement of price and terms for changes and claims with contractors as well as coordinate support from other departments
    • Prepare and issue letters and memoranda regarding commercial/contractual matters
    • Provide weekly written reports to senior management on difficult or problematic contracts
    • Process documentation for contract close outs
    • Prepare reports on contractor performance and maintain contract files
    • Prepare analysis as to the nature and value of contract amendments/changes at the completion of each contract
    • Resolve warranty claims as required

    Qualifications Required:

    • Minimum 5+ years’ experience working as a Quantity Surveyor
    • Minimum 5 years of related Contract Administration experience having worked on complex/large construction projects
    • A relevant educational degree or suitable post-secondary education, preferably in law, business administration, engineering or equivalent experience in related field
    • Required to be able to read and comprehend technical specifications and drawings
    • Requires strong communications skills

  • Project Claims Specialist

    Responsibilities:

    • Review, evaluate and monitor variations in the contract during the construction phase of the project
    • Monitor third party contractors and differentiate between clarifications, changes variations and additions to the scope of work and ensure that Owner interests and entitlements are protected under the contract defendable towards claims that may arise from all parties engaged though this project
    • Participate in various meetings throughout the planning, design and construction stages of the process, developing a strategy and execution plan for the relevant and strategic interface with the project process
    • Prepare forms for inputting claims and variation data, including updating new data as it becomes available
    • Monitor records kept by contract management/contract administration and provide analysis for use when substantiation of claims preparation and/or claims defense
    • Participate in managing risk reduction procedures including drafting appropriate notices, fact gathering and analysis
    • Draft or support contract management with contractual correspondence on all claim related matters
    • Check out discrepancies and ambiguities in the contract documents as they arise and report on same
    • Liaise with project Planners to determine time impacts of variations and claims including advice on appropriate methodology of delay analysis to be carried out

    Qualifications Required:

    • Ten (10) or more years of experience with complex construction claims
    • Expertise in alternative dispute resolution techniques
    • Commercially astute
    • Efficiently manages and advises on numerous claims
    • Experienced in chairing negotiations with various project stakeholders

  • Senior Estimator

    Responsibilities:

    • Prepare order of magnitude, conceptual, feasibility, pre-design, budget, value engineering, control, definitive and final engineers estimate plus estimates for major change orders and claims
    • Classify quantity surveys from construction drawings and specifications
    • Analyze and reporting cost breakdowns and price schedules submitted by consultants/contractors
    • Prepare cost variance reports, tender comparisons, post bid analyses, cost reduction strategies and recommendations
    • Prepare and maintain current cost data utilizing the computerized database
    • Liaise with project staff as well as staff from other departments, external vendors/suppliers, consultants etc. to obtain information pertinent to areas of responsibility
    • Review and comment on foreign cost estimates to ensure accuracy, comprehensiveness and consistency with estimating guidelines
    • Update computerized estimating historical database; preparing various estimate variance report spreadsheets and estimate status reports
    • Responsible for obtaining pricing quotes from suppliers, and in organizing, controlling and maintaining the section's contract documents, files and records

    Qualifications Required:

    • Must have a Bachelor Degree in Engineering, or related field
    • Minimum 15 or more years of experience in complex civil construction estimating
    • Certified Construction Estimator (CEC) or possess a similar designation
    • Eight (8) or more years of transit related experience
    • Estimating experience of capital works projects more than $500M
    • Preparation of order-or-magnitude, feasibility, pre-design, budget, value engineering, control, definitive and major change or estimate
    • Preparation of basis of estimate documentation for inclusion into reports
    • Analysis of cost breakdowns and price schedules submitted by contractors and transit agency partners
    • Skills in the application of practices and procedures involved in the estimating process and in the preparation of estimates for all trades and disciplines on complex construction projects
    • Must have hands-on experience in the estimating support function for the preparation of all ranges of estimates, from feasibility study to definitive
    • Overseeing overall schedule and production of cost estimate
    • Knowledge of city infrastructure costs
    • Professional designations such as PQS, CEC, and Gold Seal considered an asset
    • Previous exposure to estimating software is preferred (such as Timberline, Hard Dollar)

    • Knowledge of project cost control principles, methods and practices including financial systems, spreadsheet development, cost analysis methods and best practices
    • Degree or diploma in a related field (for example: Business Administration, Finance, Accounting, or Engineering)
    • Excellent communication skills, positive attitude, and the ability to deal with various project stakeholders
    • Demonstrated experience in project cost control/analysis and cost reporting
    • Strong analytical and problem-solving skills

    • Assist in the development and implementation of project control measures and metrics to demonstrate schedule adherence and continual performance improvement
    • Monitor man-hours and cost progress

    Qualifications Required:

    • Degree or diploma in a related field
    • Minimum 5 years of experience in a similar capacity on large (multi-billion dollar) scale construction projects
    • Working knowledge in scheduling and costing PMIS (Program Management Information Systems) software including EcoSys, P6 and MS Office (Excel, Access, Project, Word, etc.)

    Qualifications Required:

    • Bachelor Degree in a related field 10+ years of professional experience in cost analysis/control for construction projects

    • Monitor and provide status health checks of the environment
    • Educate end users by facilitating SharePoint training courses for staff
    • Work with the team to identify needs/requirements, site permissions, access and security
    • Translate needs into specification-based documents and user cases
    • Resolve technical issues and offer user support
    • Perform configuration, program coding, and testing

    Qualifications Required:

    • 3 - 5 years of experience working with SharePoint
    • Experience with SharePoint 2010, 2013, and Office 365
    • Object-oriented or web-based programming experience, especially JavaScript/jQuery/CSS/HTML
    • Experience in technical writing, translating business requirements into SharePoint capability/functions
    • Strong analytical skills with the ability to analyze data sets to determine trends, establish strategies, and make decisions
    • Proven ability to establish and meet multiple project timelines and deliverables
    • Outstanding interpersonal and communication skills with the ability to effectively communicate with diverse audiences and influence cross functionality
    • Strong commitment to customer satisfaction
    • Excellent communication and problem-solving skills
