  • Project Agreement Specialist


    Toronto, ON

    Responsibilities:

    • Draft project agreements (PAS), Memorandum of Understanding (MoU) and other related agreements, draft/ review scopes of work for evaluations and assessments
    • Work effectively with stakeholder relationship building and liaising with various levels of government
    • Act as liaison, communicate with multiple departments during deployments to deliver timely and quality deliverables
    • Act as the Subject Matter Expert in the interpretation and management of the Project Agreement (PA)
    • Monitor all aspects of the delivery of project and ensure compliance to the PA; provide technical guidance relating to the compliance with the PA
    • Participate in project review meetings; provide technical advice, as it relates to the Project Agreement and how it directly impacts project deliverables including claims, change, invoicing, quality, etc.
    • Participate in the development and oversight of project documents such as project charters, project plans, project process activities, management and SLA’s and contracts
    • Support the implementation of contracts, scope, service level measurements, contract deliverables, invoice reconciliations, reporting and project communications
    • Responsible for supporting the outline of project specifications
    • Support the negotiation of contract changes and claims

    Qualifications Required:

    • Must have a Bachelor Degree in Engineering, or related field
    • Minimum 10 or more years of experience leading the development of Project Agreements
    • Demonstrated experience with large scale infrastructure projects over $500M
    • Demonstrated experience in Alternative Financing Procurement (AFP) procurement methods or P3’s
    • Demonstrated experience with AFP’s to implement lessons learned across existing and future projects
    • Effectively and positively influence Client, Stakeholder team members and general contractors to comply with claims processes as set out in the Project Agreement (PA)
    • Highly effective negotiation skills
    • Excellent presentation abilities with effective communication; ability to positively influence others
    • Good understanding and practical applications of contract administration and document management
    • Experience in both Owner and Contractor role is considered an asset
    • Transit design or project management experience is preferred
    • Experienced as a user in a minimum of one of the following systems: Primavera P6, SharePoint, ProjectWise, Acconex, EcoSys, Oracle Contract Manager or Primavera Unifier

  • Senior Contract Administrator

    Responsibilities:

    • Interpreting contracts and ensuring compliance with contract terms and the requirements of the scope of work
    • Participate in design review meetings, ensuring scope of work is managed accordingly and project milestones are achieved based on the terms of the contracts
    • Evaluating/negotiating commercial aspects of Work Plan submissions; processing Work Plan Releases

    Qualifications Required:

    • Relevant educational degree or suitable post secondary education, preferably in law, business administration, engineering or equivalent experience in related field
    • Minimum 5 years of related Contract Administration experience;
    • Experience in the procurement of complex technical requirements including engineering/architectural design contracts and requests for proposals
    • Required to be able to read and comprehend technical specifications and drawings considered a strong asset
    • Requires strong communications skills

    Responsibilities:

    • Responsible to ensure that the terms, conditions and incurred expenditures of the contracts are maintained and provides timely dispute resolution for contract claims/disputes
    • Effectively manages stakeholder relationships to ensure that all parties understand the issues/positions regarding claims, while working diligently to develop a timely settlement to mitigate risk/cost exposure

    • Oversees payments and costing, confirming alignment with policies, contract terms and requirements
    • Identifies project timing constraints and makes necessary adjustments without affecting the critical path
    • Investigates/negotiates contractor changes and claims while protecting the interests of the project and provides recommendations for settlement
    • Advises project teams in the resolution of contract issues in accordance with the terms of the contract and/or the development of amendments required to the original contract terms
    • Monitors contractor performance, scope control and manages/negotiates contract changes
    • Develop innovative, methodical and robust solutions and procedures to resolve difficult contract issues, disputes and claims while adhering to polices and contract terms
    • Oversees payment/project costing by validating that contract expenditures balance with authorized budgets, Work Releases, Amendments and invoices submitted by the contractor
    • Conducts contract audits to ensure that there are no deviations from contract terms and that contract costs are in compliance with program governance requirements
    • Identifies and advises program consultants/contractors on changes to proposed WBS submittals, and ensures that they align with the terms and scope of the respective contract

    Qualifications Required:

    • Fifteen (15) or more years of experience in combined relevant contract administration and project costing management experience
    • Demonstrated experience in contract administration and contract management of projects greater than $1Billion
    • Contract Management experience on large capital transit projects utilizing various project procurement delivery models including AFP, Design-Build, Design-Bid-Build and P3.
    • Claims and dispute resolution experience related to major capital infrastructure projects, transit project experience
    • Management of stakeholder, vendor, contractor and project team relationships
    • Project costing and Work Breakdown Structure (WBS) developing and standardization
    • Contract and financial auditing experience
    • Has an inherent understanding of program governance framework and is able to leverage the appropriate resources to develop a rational and strategic plan to resolve contract issues in a collaborative fashion
    • Strong organizational, interpersonal, written and oral communication skills

    Qualifications Required:

    • Minimum of 10 years of experience in the analysis, monitoring and reporting of risks
    • Certified Risk Management Lead (CRM) or possess a similar designation
    • Developed, implemented and communicated effective risk management practices and strategies with internal and external stakeholders that are maintained through the Program lifecycle on a program in excess of $500M
    • Experience quantifying risks through Monte Carlo simulation and Quantified Risk Assessments (QRA)
    • Fluent in interpreting probability curves
    • Knowledge of risk management principles and how they are applied on capital projects
    • Ability to organize and facilitate project risk workshops and meetings focusing on identifying risks to both project and program objectives
    • Demonstrated experience with traditional deliver methods (DBB/DB) and alternative financial procurement (AFP) methods

    Responsibilities:

    • Responsible for the supporting the implementation, integration, and administration of the Program Management Information Systems (PMIS) within a complex large capital project environment
    • Define business processes and related system scope and requirements
    • Conduct business analysis in order to assess the Program Management Information Systems (PMIS)
    • Act as a SME to all Users utilizing the selected PMIS tools, leveraged for tracking project Cost, Schedule, Contracts and Risk
    • Implement, integrate, configure, and a launch the selected tools with custom reporting functionality
    • Perform customization and configuration of the tools to meet evolving business requirements, including the creation of customized reports using Oracle BI and MS Access
    • Collaborate with project teams to understand their workflow and business requirements, and revise workflows where necessary
    • Document the business requirements in a way that technology / solutions can be determined
    • Lead and conduct business analysis at varying levels of detail, appropriate to the project and phases of the project
    • Development and roll out of training programs including the creation of all training manuals and other associated documentation including Standard Operating Procedures
    • Monitor project progress, resolve problems and report regularly to management
    • Document functional and non-functional requirements
    • Support the team with the maintenance of robust processes and procedures to allow for efficient work flow compliance with systems and standards
    • Provide ongoing technical support for over hundreds of system users at multiple locations
    • Ensure the accuracy of program data which is incorporated into project reports
    • Perform testing to ensure quality of the system is maintained
    • Design, develop and maintain Program wide Forms and Reports on Infomaker and Oracle BI (Oracle Business Intelligence)
    • Contribute to the implementation of new systems and communicate effectively between internal and external stakeholders to ensure system satisfaction is maintained

    Qualifications Required:

    • Acquired a Bachelor’s Degree
    • Minimum of 10 years of experience in project controls / business analysis / project coordinator function with experience working within / supporting Engineering and Construction Projects
    • Demonstrated experience with Software Integration experience
    • Set up Data Management systems for project controls purposes in excess of $500M
    • Experienced as a subject matter expert (Administrator) in a minimum of one of the following systems: Primavera P6, SharePoint, ProjectWise, Acconex, EcoSys, Oracle Contract Manager or Primavera Unifier
    • Administering, training and maintenance of CM14 (Oracle Unifier), ARM (Active Risk Management)
    • Understanding and standardizing business process requirements
