Procurement / Contract Management

  • Project Claims Specialist


    Toronto, ON

    Responsibilities:

    • Review, evaluate and monitor variations in the contract during the construction phase of the project
    • Monitor third party contractors and differentiate between clarifications, changes variations and additions to the scope of work and ensure that Owner interests and entitlements are protected under the contract defendable towards claims that may arise from all parties engaged though this project
    • Participate in various meetings throughout the planning, design and construction stages of the process, developing a strategy and execution plan for the relevant and strategic interface with the project process
    • Prepare forms for inputting claims and variation data, including updating new data as it becomes available
    • Monitor records kept by contract management/contract administration and provide analysis for use when substantiation of claims preparation and/or claims defense
    • Participate in managing risk reduction procedures including drafting appropriate notices, fact gathering and analysis
    • Draft or support contract management with contractual correspondence on all claim related matters
    • Check out discrepancies and ambiguities in the contract documents as they arise and report on same
    • Liaise with project Planners to determine time impacts of variations and claims including advice on appropriate methodology of delay analysis to be carried out

    Qualifications Required:

    • Ten (10) or more years of experience with complex construction claims
    • Expertise in alternative dispute resolution techniques
    • Commercially astute
    • Efficiently manages and advises on numerous claims
    • Experienced in chairing negotiations with various project stakeholders
    • Positive influencing skills
    • Comprehensive experience of the administration of major construction contracts in excess of $100M
    • Experience with various delivery methods including but not limited to (DBB/DB) and P3 and/or Alternative Financing and Procurement methods
    • Must have solid understanding of core project control concepts (WBS, CPM based scheduling, Earned Value Progress Measurement), PMBOK/PMI principles

  • Procurement Specialist (3 Month Contract)

    Responsibilities:

    • Plan and manage the procurement process for various tenders, including the development of simple and complex tenders using defined project requirements
    • Assume responsibility for daily activities associated with the design, development, management and control of the procurement project
    • Understand and clearly convey the business requirements in the procurement documentation and provide ongoing procurement advice throughout the competitive procurement process
    • Development of detailed requirements inclusive of specifications, populating procurement tender documents, establishing evaluation criteria and management of the evaluation and consensus process
    • Work with Procurement Services staff, Legal advisors and other stakeholders as required
    • Develop appropriate specifications by gathering, organizing and analyzing data in a format which comply with internal standards
    • Design and test appropriate procurement models, evaluation process, selection criteria and weightings
    • Prepare procurement documents using company templates (e.g. Request for Proposal (RFP), Response for Qualification and Quotation (RQQ), Request for Services (RFS), Request for Information (RFI), Supplier Qualifications (SQ), Public Tender (PT)
    • Design, develop and implement large/complex procurement projects in a public sector or other large organization, including related research, document development and risk assessment
    • Train designated evaluators, facilitate consensus meetings and arrange presentations as required
    • Ensure that open tendering policies, contract law and applicable trade agreements are adhered to

    Qualifications Required:

    • Bachelor Degree or College Diploma
    • Project Management Professional (PMP) is considered a strong asset
    • Minimum five (5) years’ experience managing large and complex projects
    • Experience working on large Engineering and Construction projects is considered an asset
    • Should possess an in-depth knowledge of the Ontario Public Sector including but not limited to all of the following areas of specialization: Construction, Information Technology and Engineering
    • The ability to conduct procurement projects in Public sector procurement
    • Knowledge of Ontario contract law and its implications in the procurement process
    • Experience in contract development in cooperation with legal counsel and contract management

    Responsibilities:

    • Develop and maintain baseline schedules
    • Prepare short, medium, long-term and 'what-if' resource allocation plans based on inputs from all stakeholders and project team members and lead analysis and interpretation of results
    • Monitor project costs, review and reconcile project costs, and identify any variances or trends that require corrective action
    • Developing, enhancing and implementing standard reports and templates to be used to promote effective project cost control
    • Review critical and sub-critical paths and make recommendations to the senior management team

    Qualifications Required:

    • Degree or diploma in a related field
    • Minimum 5 years of experience in a similar capacity on large (multi-billion dollar) scale construction projects
    • Working knowledge in scheduling and costing PMIS (Program Management Information Systems) software including EcoSys, P6 and MS Office (Excel, Access, Project, Word, etc.)
    • Must have a solid understanding of core project control concepts (WBS, CPM based scheduling, Earned Value Progress Measurement), PMBOK/PMI principles
    • Must be well organized and possess good written and verbal communication and presentation skills
    • Must possess the analytical skills to foresee potential problems and avoid them by preplanning.

    • Reporting to the Nuclear Executive Lead of Project Controls, the Lead Control Specialist is responsible for overall project cost administration, analysis and control for construction projects

    • Work within Project Controls and with the project teams to identify and develop revised/additional cost reporting as required

    Qualifications Required:

    • Bachelor Degree in a related field 10+ years of professional experience in cost analysis/control for construction projects
    • Experience working on large, multi-year, complex construction projects
    • Ability to give direction and to coordinate activities with different stakeholders internally and externally
    • Manage, control and monitor numerous concurrent scope, budget, and schedule issues
    • Knowledge of project cost control principles, methods and practices including financial systems, database design concepts, spreadsheet development, cost analysis methods and best practices

    Qualifications Required:

    • Previous field experience preferred
